2. Executive Summary

A fire risk assessment of Kestrel Court, Davidson Road, Swindon was carried out on behalf of Westbrook Property Management on 01/11/2026 in accordance with BS 9792:2025 and the Regulatory Reform (Fire Safety) Order 2005. This was a Type 1 assessment of the common parts only; the flats were not inspected. The premises is a purpose-built block of flats of ground plus four upper floors (five storeys), about 12 m high, of concrete frame construction, comprising 10 dwellings. The building is occupied by sleeping residents and operates a stay put evacuation strategy; no cladding system was identified.

The main entrance door has an internal push-button release and was observed to close and latch after opening. The central staircase was clear throughout, with no bicycles, bags or other stored items obstructing the route, and the stair carpet was securely fixed and in good condition.

Each stair door on the landings is fitted with an electric hold-open closer released by the landing smoke detection; the device released when tested and the door subsequently closed and latched.
